Not legal anywhere with a dept. of agriculture permit, from my understanding. The law changed a couple years ago.

How do you guys know it's genetic and not a training flaw? There are a couple ways to prove that it's genetic and I'm skeptical that it has ever been proven. I agree with it being a major problem, requiring a quick fix. I've never heard of someone looking at a pup and asking if its parents backtrack...
