I bear hunted eastern North Carolina in the late 90's, back then the pump action Remington 760/7600 was recommended in the .30 calibers. The bears get very large there, big corn fields to feed in and big swamps to hide in.

Lever action 30/30 for black bear any where, all about shot placement in the end. jmo and I'm sure like anything there are a lot of other calibers that would work too.

When I go in the bear woods I carry one of three guns. My 3 choices are my 3030, 4570 or a shotgun loaded with slugs. I have killed them big and small with all 3 of those guns.

My favorite is an old Punkin slinger 45 70 in a lever. It just seems to put a bayed bear down the best. But any 30 cal without a scope will do. Now if you've got a tree shot and don't care about the skull, pretty much anything works. Seen plenty of them tipped out with a 223 to the melon by small shooters. It was lights out before they hit the first branch.

I use a marlin 444 lever gun. It puts them down fast when you are on the ground with them.
