You bring up some really good points. It all really depends on what level of dog you're going after. I've seen a lot of dandy dogs that didn't produce their likeness.

We've had a a fairly low percentage of dogs that were completely worthless, and/or not showing any signs of being usefull. A larger percentage that are usable working dogs that do a lot of good things, but just don't have the stuff to ever be a real dandy. These usually have a spot until something better comes along. Another small percentage of dogs seem to be real good and have a permanent spot in the kennel. These are the type of dogs that your cheap hunting buddies would fall all over themselves trying to get if you were giving them away. :D

NOBODY I have ever known has a 100% rate on the last type of dogs.

I've seen a lot of dogs that I WOULDN'T want to breed, but would give darn near anything to have in my pack at times. A buddy has a dog that can't traill anything over 5 minute track, but will honor in ridiculous distances if he can hear the dogs. When he gets there if it's caught on the ground, it's GAME ON and will fight until you kill the bear or tackle him off. If it's a bad one, that is the dog he is trying to get in.
