Cougar Skulls

For the folks in California:
My Sister-in-law is from CA and her uncle really admires cougars. He was up this way visiting and stopped by to get his pictures taken with the cougar rugs at my house. He follows all the cougar news across the country, it is safe to say he is a big fan of cougars. I don't know that he has ever hunted anything in his life but he loves cougars and expects them to be hunted. I like the guy because he is pro-hunting even though he doesn't seem to be much of a hunter.
I have some cougar skulls that were beetled and look real cool. They were legally taken in the state of WA and done by a licensed taxidermist. If I give him one can he take it home to CA?
