I would just buy a garmin astro, install a mapcard on it. That way if they ever do legalize it there or you take a road trip you have the capabilities to track your dogs with the best method. I have a Garmin Oregon 200 I bought on sale for 244 a few years ago that works good for deer and elk hunting.

i just bought a little toy to use while hunting . it is made by bushnell looks like a big pocket watch and no maps or nothing . just mark your truck , camp , and one other location . i was amazed with it . i marked the house and took off in the truck . town is only 12 miles from home but it showed me the direction and distance back . i payed 60.00 dollars for it at our local sporting goods store .
