lion hunting

I have a question about lion hunting in Colorado. If you are hunting a lion with a another person that owns the hounds does he have to take the test to or just the person with the tags has to take it?

If he owns the hounds and he is hunting lions with them, then he better have a tag. And to get a tag, you have to take the test. After he fills his tag, he can still run his dogs as long as there is someone with him that has a tag.
