tri tronics issues

Im trying to figure out an issue with 2 tri tronics collars they wouldnt turn on so I put them on the charger till the green charged light came on then tried to turn them on and they did not turn on so I pulled the battery off them and when I put it back on it flashes a green light then a red light beeps one loud beep like the one it makes when you turn them off then about 2 seconds later beeps a quieter beep then another second or two it beeps the pounder beep again like it does when you turn your collars off but will not turn on or do anything after that does any one have any ideas on what the issue could be?
