Wondering........what`s the rationale behind the law of being allowed to run a maximum of two dogs? Fair chase?? Or?

In Sweden we can not (the law) use more then two dogs, and its on brown bears. Its a stupid law but we have to accept it and do the best of it!

15 miles plus sounds :? but was it summit to summit? Last record with garmin and cableantennas was 10 km in rough terrain.
