Keep working with him! We have a dog about the same age that acted like it's been beat from hell to breakfast...here was the solution!
Take him into a wide open area, pasture, field, burn area, whatever it may be.
Strap him up with a tritronics or dogtra or your choice of "training aid."
Hook a 100' or so rope onto the collar so you know he's within hearing range and won't be taking off without you.
Let him run, then call him back. If he doesn't come *lightning* (which happened to be the name of the dog we just worked with! haha).
Repeat the process until he comes at your call. Just like with horses, any sign of turning towards you or moving your direction is a good start, and only zap him when there's no reaction or care to you.
He's a plott, so it may take more zaps than most
You mentioned he does it at home also, try it in as many places as possible.
Also, one big thing, have others call him as well. The better he responds to them, he'll respond to you 10x more than that!
After it's all said and done, try just the rope to avoid a run-off and when you're confident in him (should only be a day or two) let him go!
One thing I forgot to mention is do not pull on the rope. Let him feel like coming is his choice, not that he's being dragged into it.

Give me a call if you like,I have some suggestions that work for me[in the last twenty years I've probabaly dealt with a clients dog or my own,somewhere's in the ball park of 40-50 I can think of]it's easier than a guy would think

I have only had one dog like this. I got him from a guy that didn't hunt anymore. He was scared to death of me. I would have to grab the chain and drag him to me and he fought every inch of the way. I just spent lots of time being around him so he could get used to me. Once he knew I wasn't going to kill him I was able to work with him. The biggest key for me was too get him used to me and things went a lot easier. That's just my two cents. Hope you can get the dog to work for you

If he is truly shy around you leave the shock collar alone for now. You need to be the one that gives that dog his water, his food and his friendship. You spend the time with him now and get him to completely trust you then goto the shock collar if needed.

Hey guys, I REALLY appreciate the advice. Since my original post, I've started keeping his kennel door open and letting him run free. I know the dog don't know what I'm saying but I told him he can run away or he can stay, but if he is going to stay he is going to be handled....he must have got the message, each day he follows me into his kennel to get his feed. Once he is in the kennel I can catch him no problem. I think with some more time he'll come around. I'm also allowing him to run around in the woods with my 5 month old puppies, I think that is helping him too. Thanks again for the advice! Tim...I'm sorry I have not called you back yet, every night when I get home I'm dedicated to doing some dirt work around my house. I'll be on vacation in FL next week, but I still have your number and I still intend on calling you.
