Runts in a litter

I have seen some small ones but this little girl takes the cake so far. I know most females will ovulate 1 or 2 times during her heat cycle of a week to 10 days. Pepper hooked with Tequila almost two full weeks after they hooked up the first time. I am think she must have dropped a single egg or only one fertilzed on the last breeding (I thought she was out and was suprised when they hooked up).
Developementally she is late too, eyes opening, walking and even her ear set looks a week or more behind the rest of the litter. Here they are at 3 weeks.

I had a pup like that a few years ago.. Except they hooked up 5 days after the last time bred.. Im thinking this pup must have been from that.. We called her Tinkerbelle.. She was funny looking until about 7 weeks old.. She grew up to be a normal size dog..
