Can someone explain, What is the reason for a male quota. Why isn't it a female quota?

Because the powers to be know the same thing we do... if you kill the females that is the fastest ways to knock the population off and they know the lion hunters that have been around for years will not kill females, so they set up a system where they try to force lion hunters to kill females.
