Many of the rural counties are simply fed up with non-sense bills and government intrusion into the free will of their citizens.
They may not even be aware of SB1221 and the implications it will have on their county.
In my county we get a ton of out of area hunters coming here to hunt and spend money, this county also spends lots of tax payer money paying state and government employees and Sherriff's officers to kill lions (and leave them to rot) that could have been killed and used by hunters - while generating revenue - if these same special interest groups that want to pass SB1221 had not passed Prop 117.
Points to make in your own words=
*revenue gained by hunting (that will disappear if this bill passes).
*money lost through depredations/public threat removal of animals (this will increase as currently the use of dogs accounts for more half the yearly bear take).
*bill sponsored by the HSUS, the largest animal rights organization in the world, the bill is not really about hunting, it's about control.
The HSUS wants to control the use of all animals, whether the use is hunting, pets, agriculture, science, sports, medicine...etc.

PS...off topic side note, you ALL need to fill in "DOGS WERE USED" on your bear tag, I even write it on my un-used tag as a note when I send it in at the end of season. There is no sinister reason they ask for this information and when it comes to times like this when we need to prove that information it sure would be nice if everyone would fill that out!
I have heard more than one person say ''it's none of their business" well, yeah it is and it's how they know we account for the highest bear take in the percentage of bears taken.
I also write it in on my bobcat tags as they sadly have quit asking
