Direct from our regulations;
Hunt & Hunting; includes shooting at, attracting, searching for, chasing, pursuing, following after or on the trail of, stalking or lying in wait for wildlife or attempting to do any of those things, whether or not the wildlife is then or subsequently wounded, killed or captured;
A) with intention to capture the wildlife
B)while in possession of a firearm or any other weapon.
Now I dont understand what the CO means by "pursuit season" we have a hunting season, Sept 8 - June 15, which entitles one to kill the cat if he wishes, but no "pursuit season" unless he is refering to the hunting season as a pursuit season. However you cant pursue them without a tag from what I understand, so how could a non res purchase a tag right ? he cant.
A BC resident can apply for a "permit to accompany" for a non BC resident but that person must be a resident somewhere else in Canada.
If they resident wishes to have a NON canadian resident accompany him it must be a direct relative or relative by marriage.
