Which is the best state in the Lower 48 WOTMR?

for hunting the following if your asthma keeps you below 1,500 feet above mean sea level?

-deer, mule or whitetail, does-only for meat, gun seasons, outfitter/guided, stand?
-doves?
-pen-raised pheasant?
-field mallard duck?

WOTMR = west of the Mississippi River
