different diseases need different conditions to really explode. drought on the coast means blue tongue will hit the deer hard. food isn't the only thing that affects the populations.

I used to have a pet racoon that I caught as a cub and kept for a number of years until he died of old age. A lot of that time was when I was living in an apartment in the middle of Logan where I kept him in the back yard. He was a popular attraction in the neighborhood and the kids used to come by and feed him treats all the time. Every cop and fishcop in the area knew I had him, but they never did anything to make me get rid of him. So while it is true that you need a permit from the USDA to keep a coon, in my case it was never enforced.
Just to be clear too, while the pet coon I had was as docile and friendly as they come, I would still not recommend anyone keeping them as a pet.
