Well, I havn't given up.......
I got in contact with a state representative and sent him an e-mail reguarding bear hunting and here is his resoponse...
"Thank you for the email. You make some excellent points that are worth considering. I am a member of the FWP's committee and saw the need for bear management. The biggest issue in regard to your suggestion is convincing folks that the hunting techniques used with hounds won't be abused by hunters. I'd like to hear your thoughts on this. If I can convince others on the committee that it makes sense, won't be abused and helps people, bears, etc... your idea get some traction.
Let me know your thoughts.

New York state recently got a chase (training) season. For the past year I've been writing letters and emails to the PGC, state reps and hunting associations here in PA in the hopes of stirring up some interest in a training season here. Get in touch with some of the guys in NY and see how they got they're season started.

I recently landed a job in Billings, MT. I won't actually be moving to Montana until next May. But as a future citizen I'm willing to jump on the wagon and support a bear pursuit season. Who should I call to voice my support? Also, does the Montana houndsmen federation or any other organization help with stuff like this?

I don't really know who you should call, mabey the directors of the FWP. Their email address can be found on the fwp.mt.gov web site. I've sent them mail before with out any response, but if enough of us do it, they may respond.
I am not a member of the montana houndsmen federation, but I'm sure someone on here is a member and can either support or deny any affiliation with such an idea.
Keep in mind, I'm just winging it here and looking for any help possible.
PS if there is someone on this board that is also a member of the stockgrowers assn. please raise this issue with a leader of that orginization to vioce their support if possible.

That's great that your Rep.... is on the FWP board and willing to consider it.
I am not sure how it would be abused. Is anybody abusing Cougar hunting by using hounds?
Benefits would be more revenue for the FWP by selling chase permits. Buyers of chase permits could be required to fill out catch surveys to help with coming up with better population estimates. Bears chased by hounds would have a greater fear of humans and dogs which should help the problem bear issue.
Running cougars & bobcats with hounds in MT doesn't seem to affect the endangered Lynx population.

I'm not from NY so I may be mistaken about this.If I remember right,there was alot to do with politics getting their training season.I believe the houndsmen got together as a group and backed a canidate for governor who was friendly to their cause.When he got elected he helped push for the training season.I may be wrong about this but I think that was a big part of getting training there.

a few ideas for you to throw at them:
1) it's great management tool for taking trophy animals. a lot of bears look different at further distances. being able to judge the sex of a bear and size at greater distances is hard to do. if the bear trees, you can usually tell if its a boar or a sow if someone is looking to take a boar only for management purposes.
2) I am not sure if you are looking to get baiting legalized but here in wisconsin i think it has a huge part in why our population is the way it is. bears that would normally starve to death are being fed. cubs are getting to eat and are growing healthy. having bait to eat instead of people's bird seed keeps them off of people's decks and ultimatley keeps them from being shot in the butt with birdshot.
3) i also truely believe that using the hounds keeps people from shooting sows with cubs. usually the sows will tree with their cubs but not always. if the sow trees without her cubs, you can usually tell she has cubs because of her tits and suckle rings. if you have some hunter that is anxious to shoot a bear and one is spotted, you may not always see the cubs with the sow.
4) Income for the state on licenses and other buisnesses.
Just a few ideas to throw at them. Good luck with this.

I doubt NY's season had anything to do with a governor, NY hasn't had a hunter friendly governor any time in recent history, upstate and downstate are two different things, and they prefer to believe upstate doesn't exist....jsb
