I am not a breeder, but I hate it when our government tries to fix something by making it worse. I contacted the U.S. Senate Committee on Agriculture and they told me that the Majority and Minority leaders have agreed to all of the amendments that will be tacked on to the 2007 Farm Bill. Amendment 3723 is not going to be included in the 2007 Farm Bill. I took a look at their website and didn't see it included either. This is not to say that they won't try and sneak it in somehow later, but for now it looks as though the coast is clear. It still might not hurt to contact your elected officials and let them know how ya feel.
