Lying about the quota?

Here in Utah we have a few houndsman killing cats on L/E units and turning them in on H/O s hard to prove when you have a full time job and their smart enough to do it during the week. If houndsman would come together and only take mature toms we would have an awsome cat population in 3 or 4 years but if we keep filling every tag sold we will be coon hunters.
